I doubt the adhesive is radically different between dual lock and velcro but the bond to the receiving surface is certainly stronger with dual lock.

I use this heavy duty version of the dual lock product for attaching power supplies and other support devices to the underside of the pedal board. The heavy duty velcro works fine for most applications and is much easier to work with if you change pedals frequently.
